Federal Secretary Reviews Summer Capacity Building Initiative for Strengthening Special Education Workforce

ISLAMABAD, June 16, 2026 : As part of his strategic vision to institutionalise a culture of continuous professional development across the special education sector, the Federal Secretary, Ministry of Federal Education and Professional Training (MoFE&PT),  Mr. Nadeem Mahbub (SI), visited the National Institute of Special Education (NISE), Islamabad, to review the ongoing Summer Capacity Building Programme 2026 for the workforce of the Directorate General of Special Education (DGSE). During the visit, he briefly attended the training session and reviewed the programme framework, instructional modules, assessment instruments and accessible learning resources developed under this landmark initiative. Today's session, attended by 65 participants, focused on Positive Behavioural Support (PBS): Building Safe, Respectful and Responsive Learning Environments for Children with Diverse Needs, equipping educators and rehabilitation professionals with practical strategies to foster inclusive, nurturing and responsive educational settings. In line with the principles of accessibility and inclusion, the training was made fully accessible through live Pakistan Sign Language (PSL) interpretation, ensuring meaningful participation of Deaf professionals and reaffirming the Ministry's commitment to equitable learning opportunities for all. Conceived as a strategic summer intervention under the guidance of the Federal Secretary, the programme aims to strengthen the professional competencies of approximately 500 teachers, rehabilitation professionals, administrators and allied staff serving across DGSE institutions and service delivery centres.

The Federal Secretary underscored the importance of sustained investment in human capital as a prerequisite for meaningful educational transformation and improved service outcomes for children with disabilities. The ongoing trainings and hands-on workshops are being principally delivered by the three Special Education Consultants engaged by the Ministry to support institutional reform and strengthen service delivery through professional mentoring, knowledge co-creation, technical guidance and capacity enhancement.

Reaffirming the Ministry's commitment to excellence, innovation and evidence informed practice, he emphasized that empowered and well trained professionals remain the cornerstone of quality service delivery and sustainable sectoral advancement. He further observed that initiatives of this nature are instrumental in building a modern, responsive and future ready special education ecosystem that places children with disabilities and their families at the centre of educational planning, support and service delivery.
